(a)      There is hereby incorporated by reference for the purpose of establishing employee personnel rules and regulations the document entitled “Personnel Rules and Regulations.” A copy of said document shall be marked or stamped “Official Copy as adopted by the Code of the City of Baldwin City” and which there shall be attached a copy of this section. Said official copy shall be filed with the city clerk and shall be open to inspection and available to the public at all reasonable hours. Each employee will receive a copy of said document and thereafter new employees will be given a copy of said document.

(b)     All public officials appointed and or hired by the city, except for the municipal judge of the municipal court, the treasurer, and the city attorney, shall be subject to the Uniform Personnel Rules and Regulations.
